Change management in administrative information systems through the construction of the public problem (2015-2019): the wheelbarrow of papers in the Province of Buenos Aires

Abstract

During María Eugenia Vidal's governorship (2015–2019) in the Province of Buenos Aires, administrative processes were reformed. The construction of the public problem proved essential to legitimizing the transformations undertaken. Through an analysis of official speeches, laws, and ministerial statements that dramatized bureaucracy, state opacity, and the State disconnect with citizens, it becomes evident how the debate sought to dismantle resistance from the local technocracy. Technologies were portrayed as desirable solutions, relegating opponents of change to symbols of an obsolete past. Unlike previous approaches, where the justification was economic, this initiative emphasized an industrial argument: prioritizing process improvement and speed over cost-saving and innovation. This approach established a new narrative in constructing the public problem of administrative modernization, which was instrumental in managing the change.
