Feminist Foreign Policy of Chile: Assessment and Challenges from the Public Policy Diffusion Model (2022–2025)

Abstract
Among the foreign policy guidelines of President Gabriel Boric’s administration is the Feminist Foreign Policy (FFP). This article examines several challenges associated with its implementation, using the policy diffusion model as an analytical framework. Methodologically, this study applies content analysis to official and public documents on Chile’s FFP in order to identify model countries, diffusion mechanisms, and processes of adaptation and implementation. The findings point to at least five key challenges, including the need to adapt a policy originating in countries of the Global North and to maintain an ongoing dialogue with the actors involved. Furthermore, the article highlights the notion of the FFP as a paradigm under construction, the historical and institutional challenges inherent to Chile’s foreign policy, and the challenge of consolidating the Feminist Foreign Policy as a state policy.
