Managing Change in Public Management Reform Policies at the Subnational Level: Evidence from a Comparative Cases Study

Abstract

 This article aims to contribute to the discussion about the mechanisms that explain the relative success in achieving the change sought by those who design, formulate, and inmplement public management reform policy instruments. To do so, it reuses and reinterprets evidence from a completed research project on Public Management Reforms in the Province of Entre Ríos, Argentina. It seeks to answer two questions: Which of the causal models that could explain the change achieved in the province of Entre Ríos is present in the process of designing, formulating, and implementing those initiatives? And how does that process relate to the recommendations offered by the literature?
