Abstract

Administrative reform implemented in Uruguay was based on a negative view of State as an administrator, which resulted in a reduction in public employment and privatization of some public agencies. This paper analyzes innovative experiences in management of a number of Uruguayan public enterprises, such as the Administración Nacional de Correos (ANC), Administración Nacional de Puertos (ANP) and Banco de Seguros del Estado (BSE). Based on the experiencies presented, the author point out that, contrary to anti-State ideas, the State is capable to put forward managerial improvement and innovation porcessess
