Abstract

The outcome of decentralization on democratic planning of Chilean municipalities has not been as expected, due to the fact that Chile´s decentralization process does not stimulate democratic planning at local level. On the contrary, it depends on the pragmatism and political will of the mayors. The results of a research developed in the Los Lagos region, indicate that mayors give low appreciation to citizenry participation, as opposed to political lobby and being connected within clientelar networks with key political actors, both of central and regional government structures.
