Resumen
Este artículo examina las características de la red de gobernanza intermunicipal y la percepción de su efectividad frente a la actual crisis sanitaria en el contexto de la Región Metropolitana de Santiago de Chile. El levantamiento de datos se basó en una encuesta online aplicada a los directivos municipales de la región, cuyo tratamiento consistió en un análisis descriptivo de las medidas estructurales de red y de la percepción sobre su efectividad. Los resultados muestran que, a pesar de estar formalmente excluidos en la respuesta nacional a la pandemia, los gobiernos locales activaron una red que tiende a la centralización y transitividad y que muestra oportunidades de mejora en su desempeño. La discusión de estos resultados permite visualizar los desafíos que representa la colaboración como condición clave en la gestión de emergencias.
